Details1:This least likely of lobbies is fighting for exemptions from the government's new "carbon reduction commitment," a cap-and-trade scheme targeting those industries that are not already subject to Britain's and Europe's other anti-carbon laws. The new regime will hit banks, hospitals, fire stations, schools, hotels, and thousands of other organizations whose annual electricity bills top roughly £500,000. To the dismay of those same groups that have spent years pushing for cap-and-tax, it will also include research facilities working to develop low-carbon energy sources.
